You can check their website. They do offer private capsules, but for a higher fee, of course.

We went earlyish on a Saturday morning and got a capsule to ourselves.

It happened just because there weren't many people around, but you could always ask if you can see that there aren't many around and it looks like they're going to put you in with someone else. I can't see why they would refuse if there is obviously no queue.

But I would think that 7pm is probably a popular time so you'll just have to hope that there aren't loads of people

When I was at Singapore, I was able to see a lot of empty capsules so there is a possibility that you can get an empty capsule especially on a weekday. If you have a budget, you may also rent for the whole capsule for you to have privacy. Unfortunately, you can't take your food in. And yes, all capsules have surveillance camera in it for the safety and security of the guests.

To make one complete turn on the Singapore Flyer takes approximately 40 mins. Weekdays would be defined as Mon - Thurs. 7pm might be a difficult time to get an empty capsule. You should phone ahead to make your request and hear what the response from them is. If you are talking about 5pm, then you have a higher chance of getting a capsule all to yourself. To be sure, it is better to check with the staff about bringing food onboard the capsule. It is generally disallowed.

When we went it wasn't busy, so they kept many capsules empty, and put groups of people together. So I think unless there's no one around they will put you and other in a capsule together.

Food is not allowed and yes there is surveillance in each capsule.
